El Centro Residents Invited to Apply for Public Health Director Appointed Seat on Imperial Valley Healthcare District Board of Directors
IMPERIAL COUNTY- The Imperial County Public Health Department is excited to announce the opening of the application process to appoint one member from the City of El Centro to serve on the Board of Directors for the newly established Imperial Valley Healthcare District. .
This opportunity is in response to Assembly Bill 918 (AB 918), which was signed into law by California Governor Gavin Newsom on October 8, 2023. The bill outlines the formation of the Imperial Valley Healthcare District and requires the appointment of its initial board members, including one member appointed by the Imperial County Public Health Director. The Imperial Valley Healthcare District Board of Directors will play a crucial role in the district’s formation and the local healthcare landscape.

The initial Board of Directors will be appointed from various entities. Membership will include:
- One member from and appointed by the Pioneers Memorial Healthcare District Board of Directors.
- One member from and appointed by the Heffernan Memorial Healthcare District Board.
- One member from the City of El Centro and appointed by the Imperial County Public Health Director.
- One member of the public appointed by the Imperial County Board of Supervisors. This member shall be a resident of the unincorporated areas (Seely or Ocotillo) or an Imperial County Board of Supervisors that represents that area.
- One tribal member from and appointed by the Quechan Tribe.
- One member from the City of Imperial and appointed by the City of Imperial.
- One member from the City of Holtville and appointed by the City of Holtville.
Eligible El Centro residents seeking the Board Director position that is to be appointed by the Imperial County Public Health Director must meet the requirements listed below.
- Eligibility: The prospective board member must meet specific eligibility criteria, which includes being a resident of the City of El Centro, not being a City of El Centro employee, an elected official of the City of El Centro, or an employee, board member, or former board member of the El Centro Regional Medical Center.
- Application Period: The application period opens at 8:00 am on October 17, 2023, and closes at 4:00 pm on November 16, 2023.

To apply, interested individuals can obtain a copy of the application on the Imperial County Public Health Department’s website (www.icphd.org) or pick up hard copies of the application in person at the Imperial County Public Health Department’s front desk located at 935 Broadway Avenue in El Centro. Completed applications must be submitted by mail or hand delivery only.

The initial Imperial Valley Healthcare District Board of Directors will be made up of 7 individual Directors who will be appointed by various entities. Each entity will appoint one member to the board. The entities that will appoint a member include the Pioneers Memorial Healthcare District Board of Directors, the Heffernan Memorial Healthcare District Board, the Imperial County Public Health Department, the Imperial County Board of Supervisors, Quechan Tribe, City of Imperial, and City of Holtville. This application only applies to the initial Board Director to be appointed by the Imperial County Public Health Director.
No, the selected applicant for the initial Board of Directors will not be eligible to become an elected board member of the district in the first round of elections for any of the respective board seats. This means that the initial board members will only serve for a limited term, and they will not be able to immediately run for election.
In accordance with AB 918, the Public Health Director must appoint a Board Direct by December 7, 2023.
As per, AB 918, the appointment for this position will be made by the Imperial County Public Health Department Director.
